Android Smacking iPhone Around. When will Apple come play NFC?

Sony/Ericsson is on board.  Was Apple just caught off guard?  Does nothing happen in Apple without Steve Jobs approval?  Why are they missing this boat and letting the  iPhone fall behind Android?
